Customs determines value of PVC electric insulation tape

KARACHI: The Directorate General of Customs Valuation has determined the Customs values of PVC electric insulation tape vide valuation Ruling No.726/2015.

According to the details, a number of representations were received by the Customs Valuation Department for re-determining the values of PVC electric insulation tape for correctly reflecting the international prices. Separately, the Valuation Department also received some complaints regarding assessing staff, which is allowing different tare weights at different Customs Station.

Meanwhile, representatives of Karachi Chamber of Commerce and Industry (KCC&I) also put off balance on the issue of the confusion of net and gross weights at the time when the Director General of Customs Valuation Samaira Nazir Khan visited the KCCI office, which favoured the re-determination of the values of above stated goods.

Stakeholders meetings were also held recently with a view to getting maximum input and feedback of the representatives of importers, local manufacturers, Clearance Collectorate, KCCI etc. on the subject issue.

It may be mentioned here that during the recently held meetings it was made clear that either insulation tape is imported in log roll or retail packing and very rarely imported in jumbo roll on which the representatives also agitated against the varied practices agreed upon in view of the net and gross weight by different assessing staff. The meeting also clarified that the log roll is different from jumbo roll.

Moreover, the samples of different types of insulation tapes in retail packing weighed in the presence of all stakeholders to determine ratio of weight with tare i.e. paperboard spool and covering wrapper in which the essential packing weighed ranged from 23 to 26 percent of total weight.

Director Customs Valuation Abdul Rasheed Sheikh notified the Customs values of PVC Electric Insulation Tape (width exceeding 20 cm for log roll) under PCT Code 3919.9090 are $1.25, $1.30 and $1.60 for China, Korea, UAE, Taiwan Vietnam, Europe, USA, Canada and Japan, respectively.

Whereas the Customs values of PVC Electric Insulation Tape (width not exceeding 20 cm for retail packing) was $1.40, $1.45 and $1.80 for China, Korea, UAE, Taiwan, Vietnam, Europe, USA, Canada and Japan origin.

It may be mentioned here that the Director General of Customs Valuation has directed that in case of consignments imported by air, the assessing officer must take into account the differential between the airfreight and sea freight while applying Customs values.

DG of Customs valuation has directed the Collectors of customs to ensure that concerned staff should apply the values given in the Ruling for goods description without any fault.
