KARACHI: Director General Customs Valuation Syed Tanveer Ahmed issues Order in Revision No.245 /2016 under section 25- A of the Customs Act, 1969 against Valuation Ruling No.872/2016 dated 21-06-2016.
According to the details, the revision petition was filed by M/s International Trading Co & Others under section 25-D of the Customs Act, 1969 against customs value determined vide Valuation Ruling No.872/2016 dated 21-06-2016 issued under 25-A of the Customs Act, 1969.
The Director General Customs valuation Syed Tanveer Ahmed in his order stated that, “ Mr Imran Shah appeared and stated that the values have been fixed on higher side. The values have been increased by 150% and 100%. such values did not prevail in the market.
The inquiry conducted by the department is from high end stores and not from wholesale market in light house. The department has brought from Tariq Road or other Service / Bata Shoe stores. The department further stated that survey can be conducted from wholesale market.
The department representative conceded that the prices in whole sale are lower than the high end stores. Moreover survey of wrong size was conducted. The values have been fixed for boys and girls for size 39-45 whereas size of boys and girls are 22-38. in case the size is 45 which has been mentioned as 42.
The appraising officer further stated that the price in wholesale market is Rs300-350/sandal but they give at least 10 cartoons. He was asked if margin of retailer may be reduced and what will be the value if price is calculate from wholesale stage? He said new calculation have to be made.
In view of the above wholesale prices were calculated and found that the values have been fixed on higher side around 10% to 15% in various categories. Therefore the valuation ruling values are revised
