DG Customs Valuation revises customs values of secondhand clothes, other items

KARACHI: The Directorate General of Customs Valuation has revised the customs value of secondhand clothes, shoes and used leather bags, jackets, belts, used toys and kitchen ware etc vide Valuation Ruling No 986/2016 under Section 25A of the Customs Act, 1969.

Consequent upon representation by M/s. Pakistan Secondhand Clothing Merchants Association, Karachi and other commercial importers of the said goods for revision of the Valuation Ruling No.836/2016, dated 19-04-2016, an exercise was undertaken to re-determine the customs values of Second Hand Clothing and other used items in terms of Section 25-A of the Customs Act, 1969.

Meanwhile, Directorate General of Customs Valuation also issued the reference values for nail cutter / clipper (low end / unpopular brands only)

This Directorate General has initiated an exercise to develop database values for different items wherein it has been observed that declarations are of wide range and do not correctly reflect values of the items as traded in the international market. During the scrutiny of previous clearance data, it has been observed that nail cutter / clipper (low end / unpopular brands only) falling under PCT headings 8214.9000 are being assessed at different values and certain transactions are on very low side.

This Directorate General, after carefully examining the clearance data,also conducted market inquiries to verify the authenticity of declarations. Online prices were also obtained to corroborate the findings of the market surveys .This office, therefore, has found that the customs values of key chain iron and steel (low end / unpopular brands only) are nail cutter / clipper (low end / unpopular brands only) China US$3.75.
