DG Intelligence FBR lodges FIR against M/s Mehran Enterprises for mis-declaration

KARACHI: Directorate General Intelligence and Investigation-FBR Islamabad and Customs Enforcement Karachi Region have registered a First Information Report (FIR) against M/s Mehran Enterprises for importing of a huge quantity of fireworks and fire crackers from China in the garb of mosquito coils, nail cutters, tissue papers plastic films through mis-declaration in the bill of lading and import general manifest (IGM).

According to details, during scrutiny of relevant IGM no KAPW-0015/2017 0022/2017 and KAPE -0031/2017 and BL information revealed declaration of mosquito coils, nail cutter, tissue paper, pot scourer, plastic waste in bales and plastic films respectively imported in three containers from China By/ M/s Mehran Enterprises, Peshawar.

As per detail, the owner M/s Mehran Enterprises Peshawar by importing 70,835 kilograms of contraband goods including fireworks, fire crackers and other pyrotechnic articles (containing explosive material) the import of which is prohibited and restricted in connivance and collusion with other associates in crime have violated the provision of section 16 and 32 (I) & 2 of the Customs Act 1969.

The FIR record further revealed that although goods arrived at Karachi port during January / February 2017 no Goods Declaration (GDs) was filed for clearance for goods for home consumption or transshipment to the dry port Peshawar. In order to verify veracity of the information the container were detained and permission was solicited from Chief Collector of Custom Appraisement (South) Customs House Karachi for joint examination of the containers by the staff of Directorate General and Clearance Collectorates which was accordingly allowed.

Meanwhile, the container were jointly examined by the staff of Directorate General and clearance Collectorates of Appraisement (West) and Appraisement (East) Karachi on 19 April 2017 in the presence of musheer and yards surveyors of Terminal Operates at KICT, West Wharf and SAPT, East Wharf Karachi.

According to FIR , the physical examination resulted goods contrary to the goods in the BL and import general manifests as container no one founded mosquito coils, nail cutter , tissue paper , pot scourer 1200 cartons having 24,275 kilograms (net), in same container  pyrotechnic articles, fireworks, fire crackers 1278 cartons, 23956 kilograms net. Second container also examined that plastic waste bales 250 bales, 22000 kgs (net) including Pyrotechnic articles , fireworks, fire crackers 1168 cartons and 22577 kilograms net. In this connection third container also examined plastic film for further process reels 200 rolls having net 25850 kilograms and pyrotechnic articles , fireworks , fire crackers 1160 carton , 24302 kilograms net and cigarettes tipping paper 76 cartons , 1850 kilograms, glass ware 10 cartons 100 kilograms and tearing strips 4 carton 1994 kilograms.
