DG PCA tightens noose around neck of paper construction companies

ISLAMABAD: The Directorate General Post Clearance Audit has tightened the noose around the neck of fake and paper construction companies importing used prime movers in the name of different construction projects with the connivance of few black sheep in the customs.

The Directorate PCA has lodged the fourth FIR on the request of Appraising Officer Azeem Manzoor against the women proprietor of another fake and paper construction company M/s Bitumen Traders, Wahdat Road Lahore and named Bushra Mehboob on the charges of fraud, smuggling and mis-declaration under Section 2(s), 16, 32 and 79 of the Customs Act-1969 and Section 3(1), and (3) of the Import and Export Control Act-1950, punishable under Clauses 8, 14, 77, 82,89 of Section 156 (1) of the Customs Act-1969 by the Deputy Director Headquarters Investigation and Prosecution Cell Muhammad Nuaman Tashfeen.

The Post Clearance Audit has seized three used Prime Movers worth Rs08million imported by the M/s Bituman. The case has been forwarded to Special Judge Customs Islamabad for legal hearing. According to FIR, during the course of audit and investigation by the DG PCA Islamabad, certain importers, claiming to be construction companies and importing used specialized vehicles, particularly prime movers, circumvented and flouted the conditions envisaged in the Import Policy Order-2012-15.

It revealed that Bitumen Traders and Sohail Majeed Enterprises clearing agent resorted to mis-declaration and fraud and were able to get release of two prime movers, without meeting the mandatory conditions including restriction of import of used prime movers of only 380 HP or above engine capacity.

The importer knowingly and fraudulently got these used prime movers released and cleared by submitting forged and questionable documents for the construction projects in the hand.
