DG Valuation revises customs value of hair brushes, cleaning, washing  vide VR 1072/2017

KARACHI: The Directorate General of Customs Valuation has revised the customs value hair brushes, cleaning/washing/sweeping/dusting and similar kind of brushes and feeder brushes through Valuation Ruling No 1072/2017 under Section 25-A of the Customs Act, 1969.

The customs values of hair brushes, cleaning/washing/sweeping/dusting and similar kind of brushes and feeder brushes were determined under Section 25A of the Customs Act, 1969 vide Valuation Ruling Nos.932/2016, 933/2016 and 934/2016, dated 22-09-2016, respectively.

Some importers approached this Directorate General with the request to revisit the Valuation Ruling in line with the prevailing prices in the international market. Hence this Directorate General initiated an exercise for determination of customs values of the subject goods.

Meeting with stakeholders was held on 24-02-2017. The stakeholders were requested to furnish the Invoices of imports during last three months showing factual value.

Websites, names and E-mail addresses of known foreign manufacturers of the item in question through which the actual current value can be ascertained.

Copies of contracts made / LCs opened during the last three months showing the value of item in question.

Copies of sales tax invoices issued during last four months showing the difference in price (excluding duty and taxes) to substantiate that the benefit of difference in price is passed on to the local buyers.

During the meeting importers of different kinds of brushes, agitating against the previously determined customs values, claimed that the prices of the basic raw material i.e. plastic molding compound ((PVC) had gone down in the international market and requested that the customs values may be determined in line with international market price trends.

However, they could not furnish the corroboratory documents/evidence in support of their contentions, They requested for a fresh market inquiry from Boulton market/Marriott Road/Khori Garden etc, so that correct picture could emerge.
