Dy Superintendent Kh Bilal punished for misconduct, corruption

ISLAMABAD: Khawaja Muhammad Bilal, Deputy Superintendent BS-16 (under suspension), Model Customs Collectorate of Preventive, Lahore, has been punished for misconduct and corruption.

As per details, the disciplinary proceedings were initiated against the officer under Government Servants (Efficiency & Discipline) Rules, 1973. Tayyeba Moeed, Additional Collector, MCC Appraisement, Lahore, was appointed as inquiry officer to investigate the officer on account of various acts of omission and commission committed by the accused officer constituting misconduct and corruption.

According to the inquiry report, the charges of misconduct and corruption were established against the accused officer. After considering the charges framed in the charge sheet, inquiry report and other available record, the accused officer was found guilty of misconduct and corruption under rules 3(b)&(c) of the Government Servants (Efficiency and Discipline) Rules, 1973.

The Member (Admn) being authority in this case, after having considered all aspects of the case and the recommendations of the authorised officer imposed major penalty of reduction to lower stage (by two stages) upon Khawaja Muhammad Bilal under rule 4(1)(b)(i) of the Govt Servants (Efficiency & Discipline) Rules, 1973. His performance allowance will be stopped for one year from the date of award of penalty as provided in Para 7(iii) of the Performance Allowance Guidelines, 2015 and he will have to appear afresh for restoration of the same.

On conclusion of the disciplinary proceedings, the officer was reinstated into service with immediate effect and the period of his suspension from August 11, 2015 till date, will be considered as leave of kind due and admissible to him under the rules.
