FBR changes qualification criteria for recruitment of inspectors

ISLAMABAD: Federal Board of Revenue (FBR) changed the qualification for recruitment against the post of Inspector Customs Intelligence from simple graduation to graduation with economics, commerce, physics, law and pharmacy.

It is pertinent to mention that it was observed at senior management level of Customs/FBR that from operational point of view, over the years the job of Inspector Customs/Intelligence Officer had increasingly become highly technical nature, requiring certain specific skills for which the qualification of simple Bachelor’s degree in the erstwhile recruitment rules seemed inadequate in the wake of new challenges posed to Customs Department.

It was imperative to revisit the laid down educational qualifications in order to align them with the actual job requirements/needs. The Inspector Customs/Intelligence Officer has to perform multifarious duties, therefore, it was deemed appropriate to include in the educational requirement for recruitment the specific subjects at the Bachelor’s degree level of economics, commerce, statistics, accounting, computer science, law, pharmacy, chemistry and [physics instead of a simple Bachelor’s degree.

The joint consensus was that the new entrants possessing one of the above qualifications will be in better position to perform their duties in the customs department in accordance with the Customs Act, 1969 and allied laws & procedures.

The establishment division and FPSC approved the proposed changes which were accordingly notified against the post of Inspector Customs/Intelligence Officer was initially in BS-10 and appointments against the said post were to be made by the respective Collectorate according to the recruitment rules framed in 1977.

Subsequently, the post of Inspector Customs/Intelligence Officer was up-graded to BS-11, 12, 14 and 16 in 1983, 2003, 2008 and 2013 respectively. After up-gradation of the post of Inspector Customs/Intelligence Officer to BS-16, under law, all recruitments to the said post are to be made through the Federal Public Service Commission (FPSC).

While allowing up-gradation of the post of Inspector Customs/Intelligence Officer to BS-16, the Finance Division vide Office Memorandum dated 4-01-2013, had advised FBR for making changes/amendments in the Recruitment Rules for the post and feeding posts down the line to ensure that no administrative anomaly is created and that the administrative structure becomes rational with appropriate span of control subject to the approval of the Establishment Division and FPSC.
