ISLAMABAD: Two officers of the Federal Board of Revenue (FBR) will participate in four-day seminar on Tax Compliance Mechanism and Design in Malaysian capital Kuala Lumpur from January 12 to 16, 2015.

Seminar is being organised by Organisation for Economic Cooperation and Development (OECD) in collaboration with Malaysian Tax Authority.

OECD has mission to promote policies that will improve the economic and social well-being of people around the world and it provides a forum in which governments can work together to share experiences and seek solutions to common problems. Similarly, is also considered one of the best performing tax authorities in the region

A source told this scribe the FBR had nominated Inland Revenue Policy Wing (IR Policy Wing) Secretary Asghar Khan Niazi and Second Secretary Tariq Iqbal.

The source said that seminar would be attended by representatives from international monetary organisations like International Monetary Fund (IMF), World Bank (WB) as well as officials hailing from tax organizations and departments of OECD members and regional countries of South Asia.

The source said that focus of the deliberations and discussions at seminar would remain on formulation and development of tax policy by blending the persuasive and coercive tax policies.

“The coercive tax policy advocates hard actions whereas the persuasive tax policy advocates collaborative working with the taxpayers” the source added saying that little attention had been paid to understand the combined effects of both the these tax policies in Pakistan.

“As a separate tax policy tool Coercion and Persuasion may less likely to improve tax compliance among the large corporations because these contend a fine-balance of both the approaches which is needed to induce higher compliance among this particular group of taxpayers” the source added.

The source said that nomination off officials made by FBR for the seminar was quite appropriate because one senior and one junior included in the nomination.

“After getting firsthand hand knowledge about the best tax practices in other countries, these officials will definitely dare to implement them in Pakistan which will cast welcoming affects on the country’s tax system,” the source added.

The source said that the participation would benefit the organization as they would also used their learning the preparation of recommendations regarding improvement of tax policies for upcoming budget, therefore, their participation would benefit the organisation.
