FBR dismisses FRAEU central president over misconduct

LAHORE: Federal Board of Revenue has dismissed the Federal Revenue Alliance Employees Union (FRAEU) Central President, Mian Abdul Qayyum Inspector Inland Revenue on misconduct charges here on Monday.

As per detail, there were different charges leveled against the accused like beating the Inspector Inland Revenue Muhammad Mussawar when he was on duty in RTO Lahore, forcibly entering the office of Chief Commissioner RTO Lahore and displaying rowdy behavior on March 3, 2014, stopping all the officers from working in the RTO on March 3, 5 and 6, 2014, illegally holding public meeting and disrupting the official business in RTO, Lahore for these days, forcibly expelling and stopping the officials to enter in the office premises and making provocative speeches using mega phone against the Chief Commissioner RTO Lahore and inciting the crowd to chant derogatory slogans.

An inquiry committee comprising RTO-II Lahore Commissioner Asim Ahmad (Chairman) and LTU Lahore Additional Commissioner Khalid Khan (Member) was constituted to probe the matter. The committee submitted its report on May 13, 2014 and after inquiry report, the authorized committee observed that “attitude of the accused inspector, being a government servant is highly objectionable and he is guilty of “Misconduct”. The authorized officer forwarded the case to the member (Admin) being authority and recommended to impose major penalty of “Dismissal from Service.”

According to the recommendation of the inquiry report, “the member (Admin) in his capacity as authority imposed major penalty of “Dismissal from Service” under Rule 4(1) (b) (Iv) of Government Servants (Efficiency & Discipline) Rules, 1973 upon Mian Addul Qayyum, inspector IR, RTO, Lahore.

The suspension period of the official from 04.03.2014 to 04.02.2015 and remaining period w.e.f 05.02.2015 to-date is to be treated as extra ordinary leave (without pay).”

On the other hand, FBR union members condemned the dismissal of Mian Abdul Qayyum and urged the department to avoid the rift between employees and department.
