FBR imposes major penalty of “compulsory retirement” on Assistant Director Khalid Mehmood Kharal

ISLAMABAD: Federal Board of Revenue (FBR) imposed major penalty of “compulsory retirement” on Khalid Mehmood Kharal, Assistant Director (Audit) BS-17, Regional Tax Office (RTO), Lahore with immediate effect.

According to the details, the officer was granted 730 days ex-Pakistan leave on half pay (LHP) vide FBR notification dated 11.9.2014. The said officer joined duty after expiry of the leave and submitted an application on 25.10.2016 with the request to grant him further 700 days leave or accept his resignation we.e.f. 1.11.2016. However, leave admissibility certificate was not provided by him. The accused officer became absent from duty w.e.f. 25.10.2016 without prior permission.

And whereas Member (Admn) being the authorized officer in this case, after grant him opportunity of personal hearing on 21.11.2019 and having considered all aspects of the case along with written reply of the accused official to the show cause notice dated 17.10.2017; was of the view that the charges of “inefficiency & misconduct” against the official stood established. The authorized officer i.e. member (admn) therefore recommended imposition of the major penalty of “compulsory retirement” upon the accused in terms of rule 4(1)(b)(ii) of The Rules.

And whereas Secretary revenue division, Chairman FBR being the Authority in this case granted the accused opportunities of personal hearing on 18.8.2020 and 15.10.2020 which were not availed.

His absence from duty w.e.f. 25.10.2016 till the date of this notification shall be treated as extraordinary leave, without pay and allowances.
