FBR officers alleged $100m wealth claim draws attention

ISLAMABAD: Former State Bank of Pakistan governor Dr. Ishrat Hussain’s remarks about the wealth of Federal Board of Revenue (FBR) officers have gone viral on social media, sparking debate over accountability and wealth monitoring within Pakistan’s tax authority.

A statement circulating online quotes Dr. Ishrat Hussain as saying that around 100 FBR officers have a net worth of $100 million.

However, the claim appears to have been misinterpreted. A clarification circulating on social media indicates that Dr. Ishrat Hussain was referring to the combined net worth of around 100 officers being approximately $100 million, rather than each officer individually possessing $100 million.

If the combined figure is correct, it would translate into an average wealth of roughly $1 million per officer.

The FBR has also undertaken efforts to expand its use of data and technology to identify undeclared assets and economic activity. An FBR newsletter published in 2020 reported the development of the “Taxray” application, designed to bring together information on citizens’ assets and financial activities, including bank accounts, vehicles, businesses, property and other data.

The remarks have nevertheless renewed questions about transparency, asset declarations and monitoring of the wealth of tax officials, particularly given the FBR’s extensive powers over taxpayers and businesses.

Dr. Ishrat Hussain has previously been involved in discussions on FBR and broader institutional reforms, including efforts to strengthen governance, accountability and the performance of Pakistan’s public-sector institutions.

The distinction between $100 million collectively and $100 million per officer is significant. The latter would imply a combined wealth of $10 billion among 100 officers, a claim for which no supporting evidence has been identified.
