KARACHI: The Federal Board of Revenue (FBR) has revised customs values for the import of textile lining and invisible coated lining fabric from China after a noticeable decline in international market prices.
The revised customs values were issued by the Directorate General of Customs Valuation Karachi through a new valuation ruling covering major textile lining products imported into Pakistan.
According to customs authorities, the valuation of these imported textile products was previously determined under Valuation Ruling No. 1730-2023 issued under Section 25A of the Customs Act, 1969.
The Directorate stated that several importers and industry stakeholders approached customs authorities, claiming that global prices for textile lining fabrics had fallen significantly over recent months. They argued that the existing customs values no longer reflected prevailing international market conditions.
Following these representations, customs authorities initiated a fresh valuation exercise to reassess the import values of the products.
The Directorate General of Customs Valuation issued notices to stakeholders and held consultation meetings to review concerns regarding the previous valuation ruling. During the discussions, importers maintained that transaction values matched actual international market prices and requested a revision under Section 25 of the Customs Act, 1969.
Customs officials reviewed import data covering a 90-day period from February to April 2026. Authorities also examined supporting documents, market information, and product samples submitted by importers and other stakeholders.
According to the ruling, the analysis confirmed that customs values required adjustment in line with current international price trends.
The revised customs values were finalized under subsection (6) of Section 25 of the Customs Act, 1969 after a detailed review of all available evidence and market data.
Customs authorities stated that the updated valuation framework is intended to ensure transparency, fair import assessments, and compliance with customs regulations while reflecting prevailing market realities.
The newly revised customs values for textile lining and invisible coated lining fabric will remain applicable until amended or replaced through future valuation rulings issued by customs authorities.
