FBR revises jurisdiction of officers for DNFBPs

ISLAMABAD: The Federal Board of Revenue (FBR) has notified a revised jurisdiction and powers framework for officers responsible for regulating Designated Non-Financial Businesses and Professions (DNFBPs) under Pakistan’s anti-money laundering regime.

The FBR issued S.R.O. 1497(I)/2026 on September 2, 2026, under Section 6A of the Anti-Money Laundering Act (AMLA), 2010. The notification amends the DNFBPs (Regulatory Powers and Functions) Regulations, 2020.

Under the notification, the FBR has substituted the existing table in Regulation 3 with a revised table specifying officers of the Directorate General of DNFBPs and their respective jurisdictions.

The revised framework covers DNFBPs carrying on business or residing within the territorial jurisdiction of Pakistan. It distributes responsibilities among the Director General, Directors, Additional Directors, Deputy/Assistant Directors and Inspectors of the Directorate General of DNFBPs.

Revised DNFBP jurisdiction

The notification sets out jurisdictional responsibilities for DNFBP officers across Islamabad, Karachi, Lahore, Quetta and Khyber Pakhtunkhwa.

Islamabad

In Islamabad, the framework covers DNFBP cases assigned to the Large Taxpayers’ Office Islamabad and businesses falling within the territorial jurisdictions of the Regional Tax Offices Rawalpindi and Islamabad, as well as Gilgit-Baltistan.

It also provides for cases not otherwise specified where the DNFBP resides within the relevant areas.

Karachi

For Karachi, the revised assignments cover DNFBPs associated with Corporate Tax Offices I and II Karachi, Large Taxpayers’ Office Karachi and Regional Tax Offices I and II Karachi.

The jurisdiction also includes DNFBPs falling within the jurisdictions of the Regional Tax Offices Hyderabad and Sukkur.

Lahore

The Lahore jurisdiction includes DNFBPs assigned to the Corporate Tax Office Lahore and Large Taxpayers’ Offices Lahore and Multan.

It also covers businesses falling within the jurisdictions of Regional Tax Offices in Lahore, Sialkot, Gujranwala, Faisalabad, Sargodha, Multan, Sahiwal and Bahawalpur.

Quetta

The notification assigns responsibilities to DNFBP officers in Quetta for businesses falling within the jurisdiction of the Regional Tax Office Quetta.

Khyber Pakhtunkhwa

For Khyber Pakhtunkhwa, the revised framework covers DNFBPs operating within the territorial limits of the Regional Tax Offices Peshawar and Abbottabad.

Strengthening AML/CFT oversight

The revised structure is aimed at organising regulatory responsibilities for DNFBPs under the AMLA framework and strengthening institutional arrangements for anti-money laundering and countering the financing of terrorism (AML/CFT).

The notification also allows any other FBR officer, or an officer serving on deputation, to be assigned to any of the specified charges where required to strengthen the AML/CFT regime.

The revised jurisdictional arrangements take effect through the FBR’s amendment to the DNFBPs (Regulatory Powers and Functions) Regulations, 2020, providing a detailed distribution of responsibilities among field formations and officers across the country.
