FBR sets deadline for officers to declare assets

LAHORE: The Federal Board of Revenue (FBR) has directed government officers in BS-17 and above to submit their income, assets, and liabilities through a newly introduced online portal, replacing the previous manual declaration process.

Under the latest FBR instructions, officers of the Inland Revenue Service (IRS) and Pakistan Customs Service (PCS) must submit their declarations for the financial year ending June 30, 2026, by October 30, 2026.

The digital system is being implemented in collaboration with the Establishment Division under Section 15-A of the Civil Servants Act, 1973, and Rule 12 of the Civil Servants (Conduct) Rules, 2026.

The wider system covers the digital submission, verification, and publication of asset declarations of civil servants in BS-17 and above.

Under the new mechanism, officers will provide their name, designation, active email address, mobile number and CNIC to their respective cadre administrator for account creation on the FBR portal.

Officers have been advised to provide a personal email address that remains accessible even if they are transferred to another posting.

Once their accounts are created, officers will be notified through email, SMS or another designated communication channel and will be able to submit their declarations online. The responsibility for ensuring the accuracy of the information will remain with the concerned officer.

The system also provides for risk-based verification, while only non-sensitive information about declared assets is to be made publicly available on the FBR website. The FBR’s official website currently lists a dedicated “Declaration of Assets” digital platform among its online services.

The digitisation follows a broader government reform aimed at strengthening transparency and accountability in the civil service. A government economic-governance reform report had already identified public disclosure of asset declarations for BS-17 to BS-22 officers and risk-based verification as reform measures.
