FBR Union president dismissed

LAHORE: Federal Board of Revenue (FBR) has dismissed the central president of its workers union, Mian Abdul Qayyum, from service.

FBR chairman Tariq Bajwa has also issued a notification in this regard. The Federal Revenue Alliance Employees Union strongly flayed the revenue authority over the decision in the meetings held simultaneously at the Lahore Regional Tax Office (RTO), Sialkot RTO, Sukkur RTO, Faisalabad RTO, Multan RTO and Bahawalpur RTO. The meetings have unanimously passed a resolution against the FBR management and threatened to go on strike for indefinite period.

Union’s Lahore region President Syed Naeem Abbas and General Secretary Shehzad Khurshid have submitted the resolution with the major Chief Commissioners Inland Revenue, RTOs. And the same resolution will be presented by the union’s regional leaders to their concerned Inland Revenue’s regional offices heads across the country.

According to FBR notification, the competent authority initiated disciplinary proceedings against Mian Abuld Qayyum, Inspector Inland Revenue, Regional Tax Office, Lahore and suspended him from services from March 04, 2014 after allegations levelled against him proved.

As per detail, an inquiry committee, comprising Asim Ahmad, Commissioner IR, RTO-II, Lahore (Chairman) and Khalid Khan, Additional Commissioner, LTU, Lahore (Member), was constituted to probe the matter. The charges levelled against the accused Inspector and findings of inquiry committee are as under:

The inquiry committee served a show cause notice upon the accused on July 11, 2014, who submitted reply on July 24, 2014. An opportunity of personal hearing was provided to him by the Chief (Management) being Authorised officer, however, the accused did not attend the hearings. He was provided another opportunity, which he availed and the case was discussed with him.

After perusal of inquiry report, the authorised officer observed that attitude of the accused Inspector being a government servant is highly objectionable and he is guilty of “Misconduct”. The case was forwarded to the Member (Admn), who agreed with the finding of the inquiry committee, imposed penalty of “dismissal from service” under Rule 4(1)(b)(iv) of Government servants (Efficiency & Discipline) Rules, 1973 upon accused Mian Abdul Qayyum. The suspension period of the official from March 04, 2014 to February 04, 2015 and remaining period from February 05, 2015 to date has been treated as extra ordinary leave (without pay).

Abdul Qayyum still have right to appeal to the Appellate Authority under Civil Servants (Appeals) Rules, 1977 within a period of 30 days from the issuance of the notification.
