FBR unveils Digital Enforcement Stations

ISLAMABAD:The Federal Board of Revenue (FBR) has begun setting up Digital Enforcement Stations (DES) at strategic locations across the country under the World Bank–financed Pakistan Raises Revenue Project (PRRP), according to official sources.

The initiative is aimed at strengthening tax enforcement, enabling real-time monitoring, and modernising revenue administration through the use of advanced digital and automation technologies.

Official documents reveal that the Digital Enforcement Stations will be equipped with modern ICT infrastructure along with integrated Extra Low Voltage (ELV) and SCADA systems. These technologies will enhance operational efficiency, improve transparency, and support data-driven decision-making by enabling surveillance, access control, automation, and centralised monitoring of enforcement activities nationwide.

The DES project is a core component of the PRRP, which focuses on boosting domestic revenue mobilisation through institutional reforms, digitisation, and improved tax compliance.

To ensure effective implementation, FBR is hiring a full-time ICT Infrastructure and Systems Design Specialist on a contractual basis for an initial period of six months, extendable based on project needs. The consultant will be based in Islamabad and will report to the Project Director or Programme Manager at the FBR’s Project Management Office (PMO).

The specialist will lead the technical design and system architecture for all ICT, ELV, and SCADA components required for the Digital Enforcement Stations and will prepare detailed technical documentation to support procurement in line with World Bank regulations.

The assignment includes designing comprehensive ICT infrastructure covering network architecture, servers, storage, cybersecurity solutions, and platform requirements to ensure scalability, reliability, and integration with FBR’s central systems.

The consultant will also design ELV systems such as CCTV surveillance, video management, access control, fire detection, building management systems, and communication networks. The SCADA framework will facilitate real-time monitoring and control of utilities, power systems, HVAC, and backup energy resources at enforcement sites.

A key responsibility will be the preparation of detailed Terms of Reference (TORs), Statements of Work (SOWs), and Bills of Quantities (BoQs) for the procurement of ICT and automation systems, ensuring compliance with international best practices and World Bank procurement guidelines.

During the procurement phase, the specialist will assist in developing objective bid evaluation criteria and support technical evaluation committees. Responsibilities will include reviewing vendor proposals, assessing technical compliance, and responding to technical queries during pre-bid and bidding stages.

The project places strong emphasis on environmental and social safeguards. The consultant will review e-waste management practices, ensure energy efficiency standards are met, and incorporate Occupational Health and Safety requirements into technical specifications. Data privacy and secure handling of legacy equipment will also be key focus areas.

The establishment of Digital Enforcement Stations represents a major step in FBR’s ongoing efforts to modernise Pakistan’s tax system. By adopting advanced ICT infrastructure and automation under the PRRP, the initiative is expected to improve tax compliance, curb revenue leakages, and enhance the effectiveness of enforcement operations nationwide.
