FBR woman officer gets promotion purely on merit

ISLAMABAD: What can be described as surprising as well as pleasant, Prime Minister Nawaz Sharif approved the promotion of an FBR woman officer to Grade-22 position, despite having no political backing among the aspirants to the top slot.
Interestingly, FBR officer Farzana Jabeen, from Inland-Revenue Service (IRS) cadre, is scheduled to retire from service with effect from October 22, 2014. Prime Minister Nawaz Sharif has approved promotion of two FBR officers to Grade-22 including IRS Officer Farzana Jabeen and Aftab Anwar Baloch from the Customs Group.
Aftab Anwar Baloch, currently on secondment to another department, will retire from service in December 2014.While Farzana Jabeen, currently working as member Appellate Tribunal posted in Karachi, had worked at different positions during her long career.
Other stalwarts in the FBR’s IRS group who were in the race for the top position included Riffat Shaheen Qazi, Anwar Goraya, Ijaz Hussain Shah, Ashraf Khan and Fiza Muzaffar.
On the other hand, some senior officers, seeking anonymity, stated that it was almost impossible to get promotion to such an import slot without having connections in the corridors of power. They were of the view that the promotion of an officer having no political backing would encourage other young working officer to do work purely on merit.
What can be termed as fate or part of destiny, the FBR officer said that it was another interesting episode when Farzana Jabeen had got position of Grade-21 during the tenure of Rana Baghwan Das as chairman Federal Public Service Commission (FPSC). Her promotion from Grade-20 to 21 was considered as accidental among the FBR officers. Basically, her name was not included in the first list but was included in the second list on the basis of which she got promoted to Grade-21.
But all staunch supporters of the officer argued that initially, no one considered that Farzana Jabeen would be promoted to Grade-21 during the Central Selection Board (CSB) meeting held during the tenure of Rana Baghwan Das and again this time there was a general view that she would be ignored by the premier in the recently approved promotions of top hierarchy of bureaucracy.
There are two posts of Grade-22 in IRS cadres and currently FBR’s Member IRS Policy Shahid Hussain Asad and now Farzana Jabeen assumed these slots.
