Finance Ministry goes extra miles to ensure welfare of KSSL employees

ISLAMABAD: The Finance Ministry has taken additional steps for the welfare of employees of Kissan Support Services (Pvt) Limited (KSSL).

The KSSL was established in 2006 as a subsidiary of Zarai Taraqiati Bank Ltd (ZTBL) with a purpose to outsource bank’s no core activities including, sports, security services, provision of man power (clerical and non-clerical staff), janitorial services and canteen maintenance.

“Despite the fact that KSSL is a separate legal entity and it carries on business in accordance with its memorandum and articles of association and service rules 2006, there is a wide ranging difference of salary package, allowances and payments between its employees and ZTBL,” a source in the Finance Ministry told Customs Today.

The ZTBL is dedicated to serve the needs of the farming community, by delivering financial products and technical services on a competitive and sustainable basis, in a convenient, efficient and professional manner, leading to success of the bank and the farmers

The source said that improvement in service structure of KSSL was a continuous process and whenever necessary, the ministry had gone the extra mile to take measures for the welfare of the employees of the company in line with the available resources.

“The KSSL works within its own ambit and provides manpower and support services to the bank as per requirement of the Bank even then the ZTBL has no control over the appointment and promotion of officials as well as other managerial affairs” the source added.

The source added that allowances/remunerations were normally allowed to the government servants and not allowed to the employees of KSSL because it purely a private limited company. However, KSSL had its own pay packages and pay the monetized salary to employees.

“Further, KSSL pays medical allowance, house hold allowance to ladies and various allowances according to employees’ job description, where necessary and pays gratuity to its regular employee’s equivalent to one month salary for each completed year of service,” the source added.

Minimum salary in KSSL was Rs 12,000 per month, the source said, adding that KSSL continuously strives for the welfare and prosperity of its employees and employees were entitled to medical facilities and were also paid life insurance.

In November 2005, the Human Resource Management Committee of the ZTBL, in its first meeting approved the proposals to outsource noncore services of the bank and the formation of Bank’s Subsidiary to provide different kinds of support services. Formation of the bank’s subsidiary was subsequently endorsed by ZTBL Board on November 16, 2005. Consequently, the Security Exchange Commission of Pakistan allowed incorporation of KSSL.
