The mill owners blamed short supply of wheat in open market, which according to them has led to an increase in prices of wheat in the open market.

Former Pakistan Flour Mills Association (PFMA) chairman Bilal Sufi claimed that wheat rate in open market has increased to Rs1,300 per 40 kg from Rs1,260 per 40kg during the last one month. He said that govt-announced rate is Rs765 per 20kg flour bag which was announced last year when support price of wheat was announced at Rs1300 per 40 kg. He said that flour price is yet below official rate due to tough competition in open market, as wheat is cheaper in open market than the rate of wheat lying in godowns of food department.
