Hyderabad Dry Port Dy Collector Nafees punished over inefficiency

ISLAMABAD: Nafees Ahmad Khan, a Pakistan Customs Service officer of BS-18, has been given major penalty of ‘reduction to lower stage in time scale over ‘inefficiency’.

The disciplinary proceedings were initiated against the officer under the Government Servants (Efficiency & Discipline) Rules, 1973 on account of acts of omission and commission, constituting “inefficiency” and “misconduct”, committed by the accused officer while being posted as Deputy Collector, Dry Port, Model Customs Collectorate, Hyderabad.

SM Tariq Huda, a Pakistan Customs Service officer of BS-20, Collector, Model Customs Collectorate of Preventive, Karachi, was appointed as inquiry officer. According to the inquiry report, the officer has been found guilty of ‘inefficiency’ and ‘misconduct’.

On the basis of inquiry report, a show-cause notice was issued to the accused officer, who submitted his written reply and denied the charges levelled against him. On his request, the accused officer was granted a personal hearing by the Authorized Officer/Member (Admn) on April 5, 2016.

After having examined the inquiry report, reply to the show-cause notice, case record and verbal submissions of the accused officer, the authorized officer/Member (Admn) found the accused officer guilty of the charge of ‘inefficiency’ to the extent as mentioned in the inquiry report.

keeping in view the supervisory role of the accused officer and findings of the adjudicating authority in Order-in-Original No.335/2014, the authorized officer, however, took a lenient view and recommended to the authority/Secretary Revenue Division/FBR chairman to impose a major penalty of “reduction to lower stage (by three stages) in time scale” upon the accused officer under rule 4(1)(b)(i) of Government Servants (E&D) Rules, 1973.

The FBR chairman granted personal hearing to the accused officer on August 8, 2016 and after having considered all aspects of the case and recommendations of the authorised officer, imposed a major penalty of “reduction to lower stage (by two stages) in time scale” upon Nafees Ahmad Khan under Rule 4(1)(b)(i) of the Government Servants (E&D) Rules, 1973. 5.

However, the officer was reinstated into service with effect from December 28, . The period during which the officer remained under suspension will be treated as leave of kind due and admissible him. Nafees Ahmad Khan will have right of appeal to the Appellate Authority as provided under the Civil Servants (Appeals) Rules, 1977.
