Implementation of SRO 52(I) 2019/2020 to halt clearance of vehicles sans IBAN: Collector Riaz Memon

KARACHI: Collectorate of Customs Appraisement and Facilitation East Collector Engr. Riyaz A. Memon sought clarification from Federal Board of Revenue regarding implementation of SRO 52(I)/2019 dated 15.12.2019.

The Collector asked the FBR to issue policy guideline for clearance of vehicles where duty/taxes are remitted from non-IBAN countries.

In a letter addressed to FBR the Collector stated “Please refer to letter Board’s letter C.No. I93)Tar-III/2010 dated 10.9.2020 on the subject. The Board vide above referred letter has clarified that the purpose of the SRO 52(i)2019 dated 15.12.2019, the remittances for the payment of duties and taxes shall only be acceptable when the same originate from the bank account of the overseas Pakistani sending/importing the vehicle from abroad along with the International Bank Account Number (IBAN) is disclosed on the remittance certificate. Besides for the purpose of SRO 52/I)2019 dated 15.1.2019, other mode of transfer of remittance shall not be acceptable.

This Collectorate has received the representations revealing the fact that only 77 countries are using IBAN numbering system. This fact has also been communicated by M/s Habib Metropolitan Bank vide letter dated 21.9.2020.

Consequently, implementation of above mentioned clarification has resulted into halting of clearance of the vehicle for lacking of IBAN.
