The letter of intent on establishing a sister-port relationship was aimed at strengthening bilateral cooperation with regards to ship routes, re-exports and free trade zones (FTZ).

Malaysia is an important strategic country along the 21st Maritime Silk Road and a vital cooperation partner with Xiamen to enable its expansion and investment into the ASEAN market.

Kelang Port is located on the coast of Selangor state and at the center of the Malacca Strait. The port is 38 km away from the southwest of Kuala Lumpur and is the biggest port in Malaysia. It is one of the busiest ports in the world. The port has FTZs and re-export and Muslim food processing facilities.
