Earlier, counsel for the petitioner stated that it is engaged in the lawful business of importing thermosetting chemical compounds which are used as adhesives and coating for structural integrity and/or structural protection in the construction industry. However, he submitted that high officials imposed valuation ruling no 1146/2017 and enhanced the valuation of the above mentioned goods. He argued that imposition of such valuation ruling is illegal and without lawful authority.

Citing Chairman Federal Board of Revenue, Director General Directorate General of Valuation, Collector of Customs Collectorate Appraisement East, Additional Collector Model Customs Collectorate Appraisement West as respondents, he pleaded the court may declare that act of the respondents as illegal, mala fide and arbitrary.

He also pleaded the court may set aside impugned valuation ruling and restrain them from taking any coercive action against the petitioner till final judgment in this petition.
