During the hearing, counsel for petitioners stated that petitioners are engaged in the business of lawful import of toilet soap from various countries and are fulfilling all the liabilities properly.

According to the petitioners, they are aggrieved and seriously prejudiced by the illegal and mala fide action of officials of the valuation department whereby the department has arbitrarily fixed the customs value of toilet soap under the valuation ruling no 863/2016 dated 02/06/2016 without lawful authorities.

Citing to Chairman Federal Board of Revenue (FBR), Collector of Customs Appraisement West, Model Customs Collectorate, Collector of Customs Appraisement East, Model Customs Collectorate, Director of Valuation Directorate of Valuation and others as respondents, the importers pleaded with the court to kindly set aside the impugned valuation order.
