The counsel argued that they are aggrieved from the action of the Director General, Directorate General of Customs Valuation which initiated revision proceedings under section 25D wherein the DG having no jurisdiction has determined the customs values of the subject goods over and above 12.5 percent of the valuation no 874/2016 dated 22/06/2016 vide order-in-revision dated 04/08/2016.

Citing Chairman Federal Board of Revenue (FBR), collector of Customs Collectorate Appraisement West, Collector of Customs Port Muhammad Bin Qasim, Collector of Customs Collectorate East and Director General, Directorate General of Customs Valuation as respondents, counsel pleaded the court may declare that act of the respondent is illegal, mala fide and arbitrary, they also pleaded the court may set aside impugned notification over enhancement of customs duty of said goods.
