Multan exporters compelled to shift their cargo to Karachi‏

MULTAN: Export at Multan Dry Port halted on Wednesday due to newly adopted roll out system of electronic E-form for the clearance of export transshipment.

Directorate of Automation and Reforms introduced new module of rolled out (WeBOC) system throughout Pakistan for transit of export cargo. Multan Dry Port is facing enormous hurdles in the clearance of their export shipment due to newly implemented directions.

Collector MCC Multan directed constantly to Multan Dry Port Trust to adopt WeBOC software system for handling of export consignment at the MDPT but authorities ignored all instructions from Collector and continue clearance of export consignment on One Customs.

Almost 10 containers containing textile goods were going to Karachi from Multan Dry Port on Wednesday due to issuance of electronic E-form and One Customs was not accepting digitally issued form for export.

Due to non-cooperation of MDPT authorities with MCC Multan local exporters of Multan are compelled to move their export cargos to Karachi and other cities for the clearance of their export consignment.

Collector MCC shows severe resentment over negative behavior of MDPT on continuing their export clearance through One Customs. Chairman MDPT and General Manager MDPT ensured Collector several times that they will replace One Customs to WeBOC for export clearance very soon.  Exporters raised severe concern over MDPT authorities in the clearance of export cargo.

The Model of Customs Collectorate Multan is not accepting any export consignment due to implementation of new roll out clearance through WeBOC system .Absence of WeBOC system for handling of cargo hurts exporters of South Punjab very badly .

Director Automation and Reforms Dr. Fareed Iqbal Qureshi issued directions to all Collectorates to implement export handling through rolled system of electronic E-form in the clearance of export through WeBOC. On the other hand commercial banks are also avoiding from clearance of E-form of exporter after the circular issued by State Bank in which they have directed to all banks that manual E-forms will replace electronic E-form from 11th November.

Exporters are facing more issues in this current scenario due to unavailability of WeBOC system in export for their shipments at MDPT. Local exporters are of view that MDPT not registered bonded vehicles with Dry Port carrier so after issuance of E-form electronically One Customs will not accept their query.

Collector Sarfraz Ahmad Warraich also directed MDPT to adopt WeBOC for the export shipments after implementation of E-form electronically through WeBOC from Directorate of Automation and Reforms.

According to Customs Today sources electronic E-form is more suitable due to missing application of WeBOC in export may disturbed local export of region and trusting upon the capacity of Pakistan Railways.  FBR is likely to shift entire transit cargo to railways thus breaking the monopoly of bonded carriers. Transit through railways will provide an alternative means of transportation of transit cargo. But it is creating issues for the local export of Multan and few clearing agents were also blaming that Karachi Customs want to shift all export of Multan to Karachi in order to handle more cargo for generation of revenue.

Rolled system for export clearance is also beneficial for those exports who adopt railway which will also reduce the chances of monopoly of bonded carriers, freight charges of shipment which at times go on strikes blocking the ports and transportation of transit cargo.
