It was revealed during the course of inquiry that 5-kanal land was allotted to one Raz Muhammad Durrani through a non-transparent bidding process and caused millions of rupees loss to the national exchequer. Because of paucity of time mentioned in advertisement, only three bidders submitted their bids out of which the committee did not consider two bidders being non-qualified and instead of re-advertising they accepted the single bidder.

With connivance of others, he forwarded the technical & financial committee’s report for approval without mentioning the discrepancies. The accused persons accepted the false experience certificates of the bidder and ignored to verify its genuineness thus facilitated the allotment of lease to contractor Raz Muhammad Durrani.
