Nausheen Javed appointed as new FBR Chairperson

ISLAMABAD: The Federal government on Monday appointed Nausheen Javed as new Federal Board of Revenue (FBR) Chairperson.

According to details, the federal cabinet has approved the appointment of Nausheen Javed as an FBR chairperson through the circulation summary. Earlier, Establishment Division proposed the appointment of Nausheen Javed as FBR Chairperson, seeking termination of Syed Shabber Zaidi with immediate effect.

Establishment Division had proposed the honorary/ pro bono appointment of Syed Muhammad Shabbar Zaidi, as Chairman, Federal Board of Revenue (FBR), may be terminated with immediate effect, a notification issued by the Cabinet Secretariat Establishment Division said. The notification also said that Ms. Nausheen Javaid Amjad (BS-22/1RS), presently posted as Member (Admin), FBR may be transferred and appointed/posted as Chairperson, Federal Board of Revenue (FBR), with immediate effect.

The notification explained that the Chairman, Federal Board of Revenue (FBR) is appointed by Federal Government in terms of Section 3 (3) of FBR Act, 2007. “Federal Government’ has heen defined as the “Federal Cabinet’ vide Honorable Supreme Court of Pakistan’s judgment dated 18-08-2016 passed in Civil Appeals No.1428/2016 and 1436/2016.

The notification reads that Selection Committee for Selection of Senior Officers has unanimously recommended that Syed Muhammad Shabbar Zaidi, Chartered Accountant, was appointed as Chairman, Federal Board of Revenue (FBR) for a period of two years, on honorary/ pro bono basis, vide this Division’s notification dated 09-05-2019.

In view of the above, Establishment Division proposes the following: -The honorary/ pro bono appointment of Syed Muhammad Shabbar Zaidi, as Chaiman, Federal Board of Revenue (FBR), may be terminated with immediate effect. And Ms. Nausheen Javaid Amjad (BS-22/1RS), presently posted as Member (Admn), FBR may be transferred and appointed/posted as Chairperson, Federal Board of Revenue (FBR), with immediate effect. Approval of the Federal Cabinet is solicited to the proposals contained in para 4 of the SUMMARY, it was said.

The notification further reads that Prime Minister as Minister Incharge of Cabinet Division has been authorised placement of this summary before the Federal Cabinet for approval through circulation in terms of rule 17(1) 6) of the Rules of Business, 1973.

It is pertinent to mention here that in the absence of the former FBR chief Shabbar Zaidi, Ms. Nausheen Javed had taken charge as acting chair of the revenue body back in February. Ms Nausheen, who is from Inland Revenue Services, was performing as the acting chief of the tax collection authority since Zaidi went on leave for indefinite period due to his illness.

As Member Admin FBR, she looked after the administrative affairs of FBR, including transfer, recruitment, promotion, retirement and leave of employees. Earlier she performed her duties as Member FATE FBR.
