Pakistan Customs updates baggage declaration rules for 2024

ISLAMABAD: Pakistan Customs has recently updated the rules governing baggage declaration for the tax year 2024.

The amendments, incorporated into the Customs Act, 1969, bring about significant changes in the process of declaring baggage for individuals entering or exiting the country.

Under the updated regulations, a mandatory declaration has been imposed on individuals carrying baggage, whether passengers or members of the crew. The new provisions outline the following key points:

1. Declaration Requirement: Individuals, including passengers and crew members, are now required to make a verbal or written declaration of the contents of their baggage in a manner prescribed by rules to the appropriate customs officer. This declaration must also extend to answering any questions posed by the customs officer regarding the baggage’s contents or any accompanying articles. The objective is to ensure transparency and accuracy in the information provided.

2. Examination of Baggage: The owner of the baggage must produce the declared baggage and any associated articles for examination by the customs officer. This step is crucial in maintaining the integrity of customs procedures and preventing the unauthorized transportation of restricted or prohibited items.

3. Electronic Declarations: The updated rules emphasize the adoption of modern technology in customs processes. In cases where the Customs Computerized System is operational, all declarations and communications regarding baggage must be electronic. This move aims to streamline and expedite the customs clearance process while reducing the potential for human error.

4. Offences and Penalties: Failure to comply with the declaration requirements constitutes an offence under the Customs Act. If a passenger or crew member makes a false declaration or neglects to make the required declaration, they will be held accountable under the law. Additionally, the act of attempting to smuggle currency, gold, precious metals, or stones – whether through false declarations or circumventing customs controls – is explicitly defined as an offence of smuggling.

The updated baggage declaration rules reflect a concerted effort by Pakistan Customs to fortify border controls, combat smuggling, and ensure the transparency of goods entering or leaving the country. The integration of electronic declarations is expected to enhance efficiency and accuracy in customs procedures.

These measures are particularly relevant in the context of preventing the illicit movement of currency, gold, and other valuables, which can have adverse effects on the economy and national security.
