Pakistan’s active taxpayers surge past 9 million in record-breaking milestone

LAHORE: In an unprecedented fiscal milestone, Pakistan’s tax base has shattered historical records, with the country’s Active Taxpayers List (ATL) officially crossing the 9 million mark. As of September 13, 2026, the Federal Board of Revenue (FBR) reported exactly 9,032,971 active taxpayers, cementing a massive leap in national tax compliance.

This record-high figure encompasses individuals, Associations of Persons (AOPs) from both Pakistan and Azad Jammu & Kashmir, as well as incorporated companies. The current registry comprises entities that have successfully filed their income tax returns for the Tax Year 2024–25 or have already completed their filings for the upcoming 2025–26 cycle.

The momentum behind this growth has been staggering when viewed against the nation’s historical trajectory. Just five years ago, in 2021, the active filer count languished at roughly 2.5 million out of 7.1 million registered users.

Despite a sharp dip to 3.35 million in 2023 following strict compliance crackdowns and deadline enforcements, the numbers steadily rebounded to 6 million in 2024 and reached 8.3 million by July 2026.

Now, driven by continuous daily enrollments since the latest tax return window opened, projections suggest that the total could eclipse 10 million before the official filing deadline.

The due date for the 2025–26 tax returns is currently slated for September 30, 2026. However, industry insiders widely anticipate an extension, citing unresolved technical bugs within the newly launched FBR digital filing system.

Even with these systemic hurdles, the current trajectory makes it highly probable that the 10 million threshold will be breached prior to the final cutoff.

While the current figures highlight a triumph in tax net expansion, financial analysts caution that the numbers are subject to a post-deadline correction. The existing ATL still includes taxpayers who were active in the previous cycle but have not yet filed their returns for 2025–26.

Once the ultimate deadline passes, individuals and entities that failed to submit their latest returns will be systematically purged from the active registry. This routine cleansing will temporarily drop the overall figures, establishing a more precise, uninflated snapshot of the country’s compliant taxpayer base. Until then, the historic 9 million mark stands as a powerful testament to Pakistan’s aggressive push toward formalizing its economy.
