PCT Committee requests MCC-Preventive to provide report for settlement of classification dispute

KARACHI: The PCT Classification Committee of Model Customs Collectorate (MCC) of Appraisement-East through a letter has requested the authorities concerned of MCC-Preventive to acquire a comprehensive test report from the Hydro-Carbon Institute to settle dispute regarding the classification of pyrolysis gasoline imported vide Import General Manifest (IGM) No 5300 by Hascol Petroleum Pakistan.

According to details, Additional Collector and Chairperson of PCT Classification Committee Zeba Bashir Ahmed has written a letter to the MCC-Preventive to provide the documents which have not been attached with the MCC Preventive’s letter, as they are essential for correct classification of impugned goods.

The PCT Committee has asked for important documents, including copies of bill of lading, pro-forma invoice, goods declaration, test reports mentioned in the MCC-Preventive’s letter, literature of manufacturer containing Material Safety Data Sheet (MSDS) and specific use and composition of the product supported by document.

Moreover; it has been noticed by the committee that the test reports forwarded by the MCC Preventive were deficient, hence the collectorate is requested to obtain sealed triplicate samples from the customs bonded storage tank and forward the same to the Hydro-Carbon Institute with the following queries including one sample may be retrained by the collectorate for reference: whether the product comprises 70% or more of petroleum or oils obtained from bituminous minerals or otherwise, whether the product is light oil preparation those of which 90% or more by volume (including losses) distill at 210 degrees centigrade (ASTM D 86 methods), if it qualifies test as per (b) above, it may be conformed whether it constitutes motor spirit, aviation spirit, spirit type jet fuel, white spirit, solvent oil (non-composite) or otherwise, if it does not qualify test as per (b) above, then it may be confirmed top naphtha or otherwise.

The MCC-Preventive officials through a letter No S5/MISC/048/04/2014/Oil dated 06-01-2014 had forwarded the issue pertaining to the classification dispute to the PCT Classification Committee.
