PHC summons KPRA DG over promotion non-compliance

PESHAWAR: The Peshawar High Court (PHC) summoned the Director General of the Khyber Pakhtunkhwa Revenue Authority (KPRA) in person for failing to convene a promotion board meeting for grade-17 officers, despite clear court orders.

On December 23, 2025, a bench led by Justice Ijaz Anwar issued a written directive requiring the KPRA DG to appear at the next hearing, following a contempt of court petition filed by Muhammad Munir and others. The petitioners, recruited as assistant directors in grade-17, argued they were legally entitled to promotion to grade-18 after completing five years of service.

They alleged that KPRA’s administration neglected their promotions, allowing PMS officers to be posted on deputation against promotion posts, adversely affecting their career progression.

The petitioners stated that the PHC had ordered a promotion board meeting on June 10, 2025, to resolve their cases within three months, but no action was taken. Their counsel emphasized that KPRA DG failed to notify authorities that these posts were meant for promotion, leading to preferential postings instead.

Observing the situation, the PHC bench summoned the KPRA DG personally and adjourned the hearing for the next date.
