Senior Preventive Officer demoted over misconduct

ISLAMABAD: Iftikhar Hassan Khan, Senior Preventive Officer, Model Customs Collectorate of Preventive, Karachi, has been demoted two scales lower over misconduct.

As per details, a disciplinary inquiry was initiated against Iftikhar Hassan on the charges of un-authorised absence from duty as the officer was granted 30 days ex-Pakistan leave, but after expiry of leave period he demanded further 90 days leave for the so-called reason of illness, which were refused. However, the officer did not join duty. The officer finally joined the duty in the Collectorate on September 23, 2014 after 161 days un-authorised absence.

The Authorised Officer / Chief (Mgt-Cust) found Iftikhar guilty of ‘misconduct’ in terms of rule 2(4)&3(b) of the Government Servants (E&D) Rules, 1973. The Member (Admn) being the Authority in this case, after having considered all aspects of the case and the recommendations of the Authorised Officer imposed the major penalty of ‘Reduction to the lower stage in time scale-two stages lower’ upon. Iftikhar Hassan Khan, under rule 4(1)(b)(i) of the Govt Servants (Efficiency & Discipline) Rules, 1973 with immediate effect.

According to the notification, the period of his unauthorised absence for 161 days from April 15, 2014 to September 22, 2014, will be treated as leave without pay & allowances. However, the officer has the right of Appeal as admissible in the Civil Servants (Appeal) Rules, 1977.
