Superintendent Preventive Service demoted to Inspector over ‘misconduct’

ISLAMABAD: Ahmed Pervez Bazai, Superintendent Preventive Service, Model Customs Collectorate of Preventive, Karachi, has been demoted to Inspector over misconduct.

As per details, the disciplinary proceedings were initiated against Ahmed Pervez Bazai under Government Servants (Efficiency & Discipline) Rules, 1973 on the charges of unauthorised absence from duty. As per charges, the officer during his posting in MCC, Quetta was promoted as Superintendent Preventive Service and he assumed charge back in his parent Collectorate i.e. MCC (Preventive), Karachi.

However, after assuming charge, the newly-appointed Superintendent remained absented from duty from February 27, 2013 to April 23, 2014 without any permission/approval. After thorough inquiry, the Authorised Officer/Chief (Mgt-Cust) found the officer guilty of ‘misconduct’ in terms of rule 2(4)&3(b) of the Government Servants (E&D) Rules, 1973.

The Member (Admn) being the authority in this case, after having considered all aspects of the case and the recommendations of the Authorised Officer, imposed the major penalty of ‘Reduction to the lower Post as Inspector Preventive Service’ upon Ahmed Pervez Bazai under rule 4(1)(b)(i) of the Govt Servants (Efficiency & Discipline) Rules, 1973 with immediate effect.

According to the notification, the period of his unauthorised absence for 408 days will be treated as leave without pay & allowances. The officer has the right of Appeal as admissible in the Civil Servants (Appeal) Rules, 1977.
