According to the results of its investigation the commission concluded the increase in imports of polyurethane foam goods to Ukraine occurred in 2013-2014, i.e. before and during the period when sales and production by domestic producers decreased. “A continuous growth of imports to Ukraine took place at the level of prices much lower than the prices of goods in the domestic market and lower than their cost,” reads the report. It says low import prices entailed a rapid decline in prices for similar goods of Ukrainian origin.
