The background of the valuation issue said that it was brought to the notice of the Director General Customs Valuation, Sumaira Nazir that used photocopiers machines are being imported at under-invoiced values causing loss of revenue to government exchequer. Therefore, an exercise to determine the customs value of the subject goods under Section 25-A was initiated.

Later, a meeting of the Directorate General of Customs Valuation Department was held with the stakeholders on March 12, March 3 and March 25 of 2015. During the meeting it was informed by the participants that old and used photocopiers machines were assessed by the collectorates on the basis of physical condition.

Now, customs has announced that “the Customs values for used photocopier machines hereinafter specified shall be assessed to duty/taxes at the following Customs value:-

Used Photocopier Machines fall in PCT Code No. 8443.3100 and PCT Code No. 844s3.3910 proposed PCT for WeBOC 8443.3100.1000 and 8443.3910.1000 respectively of all origins will be assessed at $1.30 per kilogram.

A revision petition may be filed against this ruling as provided under Section 25-D of the customs Act within 30 days from the issuance of this ruling.
