Working of DG Internal Audit-Customs stopped due to non-cooperation of PRAL

KARACHI: The working of Directorate General of Internal Audit-Customs has been stopped due to the non-cooperation of PRAL, a subsidiary of the Federal Board of Revenue (FBR) in giving IT facilities to the different departments of the Pakistan Customs, it is learnt.

Sources informed Customs Today that officials of the Directorate General of Internal Audit-Customs are unable to detect audit observations in post clearance imported consignments due to the non-cooperation of PRAL and field formation Collectorates.

The sources further said that the PRAL has refused to provide data to the DG Internal Audit-Customs without the permission of the Collectorate concerned.

The sources further disclosed that the authorities concerned of Directorate General of Internal Audit-Customs has not detected audit observations in respect of any imported consignments last month and even did not send a single audit observation to the field formation Collectorates during the month.

“The post clearance imported consignments of the field formation Collectorates are not being checked through Directorate General of Internal Audit-Customs which is certainly a matter of concern for revenue recovery”, sources added.

They further alleged that some influential cartels through a planned conspiracy has restricted the authorities concerned of DG Internal Audit-Customs to perform its working regarding detecting the audit observations against the imported consignments which have been cleared on low duty/taxes rates.

Responding to a query, the sources disclosed that the authorities concerned of DG Internal Audit has already informed Federal Board of Revenue-FBR regarding the current status of the directorate and apathy of PRAL Department.

It is pertinent to mention here that the Directorate General of Internal Audit-Customs has detected billions of rupees audit observations in cleared consignments of steel pallets, gold, telecommunication, anti-dumping, fabric and other commodities during a year.
