Collection of taxes in undocumented economy not an easy job: DC Hassan Mabroor

LAHORE: Deputy Commissioner Inland Revenue (DCIR) Zone-III, Corporate Regional Tax Office (CRTO) Lahore, Hassan Mabroor, has said that writ of any government is directly proportional with its ability to levy and collect taxes from its citizens. Keeping in view this aspect, the importance of taxation cannot be undermined.

During an exclusive interview with Customs Today, Hassan Mabroor said that currently, Inland Revenue Service (IRS) has been tasked with ensuring proper collection of federal taxes like income tax, sales tax and federal excise duty (FED). Adding more, he said that the Federal Board of Revenue (FBR)  is the premier taxation agency of the country and it is an honour to work for this organization.

Talking about the current assignments and jurisdiction, Hassan told that “my current assignment is conducting audit of private limited companies of various sectors.  As per the vision of Rehmatullah Khan Wazir, Member IRS (Operations) FBR and Nadeem Hussain Rizvi, Chief Commissioner of Corporate Regional Tax Office (CRTO) Lahore, one of the assignment being undertaken by me is to ensure proper taxation of the directors of private limited companies.

He said that primary function of audit unit is to conducts desk audit of taxpayers on the basis of information in tax returns/audited accounts and wealth statements (in case of directors). “If during the desk audit any discrepancies are found, the desk audit report comprising risk areas is forwarded to the zonal commissioner for selection of case for audit under relevant provisions of law.” .

Mabroor said that taxation of the directors of the private limited companies has been given special importance by the current board management to plug the revenue leakage which could result in loss to the national exchequer. In this regard special focus is being made on the directors of the loss making entities, he added.

Talking about the challenges and problems in Inland Revenue Service (IRS) Mabroor said that taxation is never an easy job in any country, specially in those counties whose economy is manual or non documented. Compelling the taxpayer to pay due amount of tax is not an easy task for any officer or department.  He told that shortage of trained manpower is a major bottleneck of IRS. Adding more, if the Federal Board of Revenue (FBR) has all the required resources to collect taxes then Pakistan can get rid of from deficit budgets and economy will be stable.

Answering a question, he told that at FBR, our vision is clear to ensure the taxation of the taxpayer in an efficient, friendly and transparent manner so that the trust level of the taxpayer improves as a whole.
