CAA does not pay any careful heed to facilitate importers & exporters at BBIA

ISLAMABAD: The Civil Aviation Authority (CAA) did not pay any serious attention towards the cleanliness and maintenance of the Customs Air Freight Unit (AFU) at the Benazir Bhuto International Airport (BBIA) Islamabad.

The CAA is not taking any serious notice of properly maintaining the area of the AFU where importers and exporters can take rest during the process of clearing their consignments.
This was stated by Nisar Ahmad Phullerwan, Additional Deputy Collector, Air Freight Unit (AFU) Islamabad, while talking with Customs Today.

He said the Civil Aviation Authority (CAA) is not cooperating with the AFU Islamabad to keep the building and offices up-to-date. He added that there is strong foulsmell on the groundfloor of the building and toilet is also not maintained properly in the shelter of the AFU.
The Additional Collector registered his complaint and condemned the behavior of the CAA-men for ignoring the AFU building while the Customs AFU always provided a handsome revenue under all heads since many financial years. So it is difficult for the AFU staffers to work properly under the present situation, he maintained.
He said he always tried to maintain a neat and clean atmosphere whereever he was posted. He reminded that he has taken up the issue with the CAA high-ups but could not get the desired response.
Talking about the revenue comparison of the first two quarters (July to September and October to December) FY17-18, the Additional Deputy Collector told CT that the AFU posted 132% average of growth during 2nd-Q FY17-18 against an earmarked revenue collection target of Customs Duty (CD) while the AFU showed 87% average of achievement during the 1st-Q FY17-18 under the same head.
He said the AFU displayed 263% growth against an allocated revenue collection target of Sales Tax (ST) during the 2nd-Q while it earned 120% average of achievement against an assigned revenue collection target under the head of ST during the 1st-Q.

Nisar further added that the AFU showed 208% average of growth against an earmarked revenue collection target of Income Tax (IT) during the 2nd-Q whereas the AFU collected 122% average of achievement during the first quarter FY17-18.
Nisar Ahmad said the AFU received Rs221.02million extra revenue as CD against an allocated revenue collection target during the 2nd-Quarter of FY17-18 while it generated an extra revenue of Rs70million during the 1st-Q whereas the AFU did Rs1164.36million additional revenue against an earmarked target under the head of ST.

The AFU collected a surplus revenue of Rs130million under the same head during the 1st-Q of 2017-18. The AFU got Rs414.78million against an allocated revenue collection target under the head of IT during the 2nd-Q while it generated Rs30.00million more revenue during the 2nd-Q FY17-18 as IT.
The Additional Collector further told CT that, during 2nd-Quarter of FY17-18, the collectorate received Rs915.89million of CD while it did Rs510million under the same head during the first-Q FY17-18. The AFU got Rs1880.61million as ST during the 2nd-Q whereas it collected Rs792.6million under the same head during the 1st-Q FY17-18.

The ADC told CT that, during the 2nd-Q, the AFU earned Rs800.14million under the head of IT while it did Rs411.39million under the same head during the 1st-Q FY17-18.
