China Cross-Customs Clearance expedited for foreign trade firms

BEIJING: Recently, a Kunming-based gardening company declared a consignment of lily bulbs imported via Shenzhen Dapeng Port to Liangting control point of Kunming Customs District. Within 10 minutes, the company completed its whole process from declaration form submission to cargo release, and then could pick up its imports at Dapeng Port. It is the first Yunnan-based enterprise that experienced the convenience brought by Cross-Customs Clearance Integration.

“With Regional Clearance Integration (RCI), the enterprises can freely select the venue of declaration, taxation and release, and also undertake all clearance formalities at the declaration receiving Customs, thus simplifying the process and improving the efficiency,” said Lu Yun, Deputy Director of Division of Customs Control and Clearance, Kunming Customs District.

On December 1, 2014, Kunming Customs District became the new member of Regional Clearance Integration (RCI) in Yangtze River Economic Belt. This May, along with the completion of RCI reform in Silk Road Economic Belt and Northeast region, as well as the increase of RCI-participating Customs Districts in Guangdong region, the General Administration of Customs achieved the overall coverage of RCI across 42 Customs Districts in 5 major regions. On July 1, Cross-Customs Clearance Integration that boasted the linkage of Customs Districts was formally started.

By virtue of Cross-Customs Clearance Integration, foreign-trade enterprises in Yunnan Province can undertake all their clearance formalities at local Customs of their registry, or ports where inward and outward goods are actually in and out, without shuttling back and forth between the two places. What’s more, even though seaway imports of Yunnan Province are mostly in through Pearl River Delta region, yet all clearance formalities can be completed in the locality, which helps local companies further shorten their pickup time at port, and cut down their logistics costs by using domestic vehicles for transportation. In addition, the participant firms are no longer subject to the restriction on certain enterprise category, which further lowers the admission standard and stimulates the development of small and medium-sized enterprises.
