KARACHI: The Model Customs Collectorate-MCC (Export) has made the attachment of Form-E and bank statement along with the Goods Declaration (GD) mandatory in terms of exporting the consignments.

The initiative was taken by Collector-MCC (Export) Manzoor Hussain Memon with a view to making the export transparent through Pakistan Customs process and ensuring influx of foreign exchange into the national exchequer.

Mr Memon while talking to Customs Today said that the some unscrupulous elements were taking full advantage by the absence of a characteristic in WeBOC, automated system and used only the number of Form-E along with the GD and exported the consignments.

“It was observed by the Collectorate that the unscrupulous elements were used and pasted a same number of Form-E with multiple Goods Declaration (GD) and exported the consignments which witnessed colossal loss to the national exchequer,” the Collector added.

Memon further said that the Collectorate after witnessing the said illegal practice by some unscrupulous elements has discussed the issue with the Directorate of Reforms and Automation and after discussion with the authorities concerned of the Directorate of Reforms and Automation it was decided that practical appearance of Form-E along with the Goods Declaration mandatory for exporting the consignments.

“It was also decided that those exporters who would not attach the Form-E along with their filed GD would be penalized,” he added. The Collector-MCC (Export) further informed that now the Collectorate has penalized those exporters and also stopped their GDs who do not attach Form-E along with the GD.

“The entire process has been streamlined with the WeBOC, automated system and the practice of attachment of Form-E along with the Goods Declaration (GD) is being followed which certainly assure influx of foreign exchange into the country”, Collector asserted.

Similarly, the said practice of attachment Form-E and bank statement of the exporters along with the Goods Declaration (GD) is being followed at Air Freight Unit (AFU) by the MCC-Port Muhammad Bin Qasim (Export) which certainly curtails the risk of smuggling and loss to foreign exchange.

It is pertinent to mention here that the huge gold smuggling scam worth of around Rs300 billion has already been witnessed on fake Form-E in which the criminal elements used only the Form-E number along with fake Form-E and exported billion of rupees gold from the country.
