Counsel for the petitioner stated that it is engaged in the lawful import of varnish, including polyester/ polyamide (wire general varnish) and fulfills all the liabilities in accordance with law. Citing Chairman Federal Board of Revenue, Secretary Revenue Division, Collector Customs Collectorate Appraisement West, Collector of Customs Collectorate Appraisement East and Collector of Customs Collectorate Appraisement Port Muhammad Bin Qasim as respondents, importer pleaded the court to declare that act of the respondents as illegal, mala fide and arbitrary.
