Customs unearths mis-declaration of Rs 1.55 million by Solex Chemicals

MULTAN: The Model of Customs Collectorate Multan has successfully detected the mis-declaration  of Rs 1.55 million of imported chemicals by M/s Solex Chemicals (Pvt) Limited.

Solex Chemicals has imported consignments of Acetochlor from China for manufacturing of their pesticides. The company has declared the imported chemicals under PCT heading 3808.9310 which were comprised of 80 drums each containing 200 litres. The gross weight of the imported chemicals were 17,200 kilograms and its was 16,000 litres in the form of liquid.

According to details, Solex Chemicals has declared the chemical of Acetochlor 50 and the imported chemical utilised in the ingredients of pesticides. During the chemical examination of the imported consignment three different natures of chemicals were found. Chemical examination detected the mis-declaration that 37 drums of Acetachlor were in liquid yellowish colour. There were 23 drums of chemical MCPA-isooctyl ester during examination. Third chemical which consists of 20 drums was found bromoxynil octanoate during comprehensive examination.

Solex Chemicals submitted the pre-shipment inspection certificate which is required for the import of these chemicals under SRO 792(i)/2006 issued by the Ministry of Food Agriculture and Livestock for the import of chemical Acetachlor. The chemical pre-shipment inspection certificate was also not endorsed by the plant protection department.

During the investigation of Multan Dry Port, it was revealed that Chinese firm Control Union deliberately gave a dubious certificate of pre-shipment inspection to help the importer in the import of chemical bromoxynil and MCPA. The Solex  Chemicals was not authorised to import the chemical under section 16 and import policy order 2013 and they gave a false declaration to import the goods the goods which were not certified.

Solex Chemicals have tried to evade Customs Duty and other taxes worth Rs.1.55 million in complete mis-declaration. The chemical samples for the examination was drawn in the presence of company representatives.

The contravention report has been sent to Customs Adjudication for further proceeding against the company for their violation of law.  A show cause notice has been served by the Additional Collector Customs Adjudication.

Additional Collector Amjad ur Rehman will proceed the case of Solex Chemicals Pvt. Ltd. The case hearing will start from May 22, 2015.
