Customs valuation of Fleece Fabric issued

KARACHI: The Directorate General of Customs Valuation has determined the Custom values of Fleece Fabric through Valuation Ruling No.683/2014 under Section 25-A of the Customs Act, 1969.

The exercise to determine the Customs values of Fleece Fabric was initiated after it was brought in the notice of the Directorate General of Customs Valuation that Fleece Fabric is being imported from China at under-invoiced values. The Customs values of Fleece Fabric are determined under the fall back method in terms of Section 25(9) of the Customs Act, 1969 after the transaction value method in the Sub-section (1) of Section 25 found inapplicable because the requisite information was not available. Valuation methods provided in Sub-Sections (5) and (6) were examined that provide reference. Market enquiry under Deductive Value Method in terms of Section 25(7) was also conducted.

Meetings with the stakeholders including the representatives of the KCCI, importers and officers from MCC Arraisement-East Karachi were held on 14.6.2014, 2.9.14 and 11.9.2014 to determine the Customs values of Fleece Fibre.

According to details, the Customs values of Polyester Polar Fleece Fabric (Plain) having H.S. Code 6001.9290 and 6001.9990 and proposed PCT for WeBOC 6001.9290.1000 and 6001.9990.1000 from China Origin is fixed at US$ 3.10 per kilogram.

The Customs values of Polyester Polar Fleece Fabric (Printed) having H.S. Code 6001.9290 and 6001.9990 and proposed PCT for WeBOC 6001.9290.1100 and 6001.9990.1100 from China Origin is fixed at US$ 3.30 per kilogram.

The Customs values of Sherpa Fleece Fabric having H.S. Code 6001.9290 and 6001.9990 and proposed PCT for WeBOC 6001.9290.1200 and 6001.9990.1200 from China Origin is fixed at US$ 3.40 per kilogram.

The Customs values of Polyester Tricot Fleece Fabric (Plain) having H.S. Code 6001.9290 and 6001.9990 and proposed PCT for WeBOC 6001.9290.1300 and 6001.9990.1300 from China Origin is fixed at US$ 3.00 per kilogram.

The Customs values of Polyester Fleece Fabric (Other type) having H.S. Code 6001.9290 and 6001.9990 and proposed PCT for WeBOC 6001.9290.1400 and 6001.9990.1400 from China Origin is fixed at US$ 3.40 per kilogram.

Similarly, the Customs values of Cotton Fleece Fabric (Plain/Printed) having H.S. Code 6001.9190 and proposed PCT for WeBOC 6001.9190.1000 from China Origin is fixed at US$ 5.00 per kilogram.
