ISLAMABAD: Denmark is set to initiate a three-year Strategic Sector Cooperation (SSC) programme with Pakistan’s energy sector starting January 2026, targeting development of low-carbon pathways, cost-efficient NDC implementation, and long-term variable renewable energy targets, Business Recorder reported.
According to the news report, in a letter to the Power Division, Danish Charge d’Affaires Peter Emil Nielsen commended the Division for hosting a high-level Danish Energy Agency delegation in August 2025, which laid the groundwork for the 2026–2028 SSC programme.
During the five-day mission, the delegation met with government ministers, energy companies, NGOs, think tanks, and international partners including GIZ and the World Bank to identify priority areas for cooperation.
The SSC programme will focus on three thematic areas: energy planning, renewable energy integration, and industrial energy efficiency. Stakeholders expressed strong support for capacity-building initiatives and technical assistance in these sectors, which will continue from Denmark’s previous energy transition efforts (DETI).
To ensure timely launch, the Danish Embassy has requested the Power Division to share the “SSC Project Document Consultation Note” with relevant agencies including ISMO, NGC, NEECA, and NEPRA for feedback by September 26, 2025, and provide input on the MoU approval process planned for November. The SSC will be governed by a Steering Committee co-chaired by the Ministry of Energy and the Danish Ambassador, and supported by an Implementing Group comprising representatives from key Pakistani and Danish institutions.
The programme aims to help Pakistan develop a sustainable, low-cost, low-carbon energy mix, enabling the country to meet its renewable energy and energy efficiency targets by 2030. The SSC will produce three key outputs: long-term energy planning, variable renewable energy integration, and energy efficiency improvements in the industrial sector. The Danish Energy Agency, in collaboration with the Danish Embassy, will oversee day-to-day implementation and prepare materials for Steering Committee meetings.
