MULTAN: Deputy Collector Customs Adjudication Saima Ayyaz has directed Customs Intelligence and Investigation to start probe against intelligence officer on his professional negligence during proceedings of seizure case.
According to details, Collectorate of Customs Adjudication received a seizure case of impounded vehicle from Customs Intelligence and Investigation on 16th August 2017 for trial. Deputy Collector Saima Ayyaz preceded the said seizure case and issued a show cause notice to respondents after receiving said case. After issuance of show-cause notice, Customs Intelligence and Investigation was requested by Customs Adjudication to submit forensic lab report of said seized vehicle.
Deputy Collector Customs Adjudication wrote three different reminders to Customs Intelligence and Investigation vide letter C. No 228/2017/Adj/Cus/DC/1472 on dated 4 October, 17 October and 25 October of this on-going fiscal year for submission of lab report but they failed to do so .Intelligence Officer Sher Zaman was intimated several times from Customs Adjudication for submission of lab report but he was failed to provide the lab report. Deputy Collector Customs Adjudication Saima Ayyaz warned the said intelligence officer for delay in submission of laboratory report.
However, Customs Adjudication Multan received lab report of said seizure case through email from Intelligence Officer Rizwan Sher Zaman on 9th November after more than two months delay for further proceedings of seizure case.
Deputy Collector Saima Ayyaz found that said lab report of seized vehicle was issued on 4th July 2017 and that lab report of vehicle was already received in another seizure case. Said laboratory examination report was provided without any forwarding letter after two months of delay and several reminders. Deputy Collector Saima Ayyaz found professional negligence during trial and has recommended interrogation on negligence of said Intelligence Officer and asked Deputy Director Customs Intelligence Khial Muhammad to take strict action against said Intelligence Officer.
Deputy Collector Saima Ayyaz has recommended Customs Intelligence that this negligence must be probed in order to avoid any mistake in future and direct the staff to submit lab reports in seizure cases in time in future, so that Order –in-Original could be issued within stipulated period as prescribed under section 179(3) of the Customs Act 1969.
