KARACHI: Directorate General of Transit Trade (DGTT) has foiled an attempt to clear restricted and high-duty goods worth hundreds of millions of rupees under the guise of “printed and mis-printed paper rolls,” and has registered a criminal case before the Special Judge (Customs, Taxation and Anti-Smuggling), Karachi. The director of the bonded carrier involved has been arrested.

The FIR (No. 01/2026-DTT) was lodged October 8, 2026 at the Directorate’s office on the 12th floor of Custom House, Karachi.

It says the attempt, if undetected, would have cost the national exchequer Rs683.09 million in duties and taxes.

According to the FIR, the Directorate had received credible information that some importers and customs agents planned to clear consignments of cigarette paper, acetate tow, perfumes and similar items.

These are restricted or heavily taxed, and the plan was to declare them as freely importable printed or mis-printed paper rolls and sheets, which attract far lower duty. The consignments were to be removed through transshipment (TP) goods declarations or pilfered en route.

Two containers, TRLU7458522 and TCNU8784347, were lying at the Qasim International Container Terminal (QICT).

They had been imported by Green Pak Enterprises of Lahore and were to be moved to the Lahore Dry Port under TP Goods Declarations KPPI-TP-6622 (July 30, 2026) and KPPI-TP-10864 (August 18, 2026). Both were filed through the customs agent EQA Corporation, and the goods were to be carried by Pak Shaheen Cargo Services (Pvt.) Ltd., a bonded carrier.
