MULTAN: To enhance efficiency, security, and transparency of bonded cargo movement, the Collectorate of Customs Appraisement Faisalabad has introduced new Standard Operating Procedures (SOPs) for the sharing and tallying of scanned images of Appraisement. This initiative, outlined in Office Order No. 94/2024 dated December 27, 2024, will be implemented by all concerned parties starting January 1, 2025.
Under the leadership of Collector Muhammad Akram Ch and Additional Collector Ms. Nyma Batool, these new procedures are expected to streamline cargo management processes, improving both operational efficiency and accountability at Faisalabad’s Customs Appraisement offices.
The newly introduced process involves the scanning of Transit or Transshipment consignments at the port of entry. Once scanned, the designated focal person will upload the scanned images obtained from the Terminal Operator to a specified Google Drive folder.
This folder will be accessible to the Directorate of Transit Trade and the dry port of destination, including Faisalabad’s customs officers. The focal person at the destination port will then download the images, ensuring a detailed comparison to identify any discrepancies.
This method aims to provide a seamless, accessible platform for image sharing, thereby improving the traceability and accuracy of cargo movement.
In tandem, the Appraising Officer at the port of entry will request scanning of documents in the WeBOC (Web-Based One Customs) system. The concerned Clearing Agent will be responsible for uploading the scanned images into WeBOC after obtaining them from the customs scanning staff. These images will be accessible to personnel at the port of destination, such as at Faisalabad, through the Internal Auditor’s ID in the WeBOC system.
This systematic method ensures that images are thoroughly compared to detect discrepancies. If any discrepancies are found, the relevant authorities can take immediate and appropriate legal actions, enhancing compliance and security in cargo handling.
The Directorate of Appraisement Faisalabad’s new SOPs are designed to reinforce the operational integrity of bonded cargo movement between ports of entry and destination, including Multan Dry Port. By incorporating modern technology and clearly defined protocols, the Directorate aims to foster a more secure, efficient, and transparent cargo management process.
The new measures will not only streamline the procedures at Faisalabad but also contribute to the overall improvement of Pakistan’s customs operations, ensuring smoother clearance processes and a more robust approach to handling transit and transshipment cargo. This initiative is a crucial step toward boosting the efficiency and security of bonded cargo operations across the country.
