FBR collects Rs1.87 trillion in taxes through electricity bills over four years

ISLAMABAD: The Federal Board of Revenue (FBR) collected a cumulative Rs1.866 trillion in sales tax and income tax through electricity bills over the last four fiscal years, including Rs476.1 billion during FY2025–26, according to an official briefing prepared for the Senate Standing Committee on Finance and Revenue.

The briefing, presented ahead of the committee’s meeting on July 29, dismissed media reports claiming that the FBR collected Rs620 billion through electricity bills in the last fiscal year, describing such reports as “not factual.”

According to the document, the FBR collected Rs312.8 billion in FY2022–23, Rs515.5 billion in FY2023–24, Rs562.0 billion in FY2024–25, and Rs476.1 billion in FY2025–26, bringing the total collection over the four-year period to Rs1.866 trillion.

During FY2025–26, the FBR recovered Rs351.8 billion in sales tax and Rs124.4 billion in income tax withheld through electricity distribution companies (DISCOs).

The sales tax collection included Rs269.1 billion in normal sales tax, Rs54.98 billion in extra tax, Rs16.54 billion in further tax, and Rs11.14 billion collected as sales tax on electricity supplied to retailers.

Meanwhile, income tax recovered through electricity bills comprised Rs66.18 billion from industrial consumers, Rs51.99 billion from commercial consumers, Rs4.83 billion from domestic non-active taxpayer list (non-ATL) consumers, and Rs1.37 billion collected under Section 235A of the Income Tax Ordinance.

The FBR maintained that the official figures clearly contradict claims circulating in sections of the media regarding tax collections through electricity bills, reaffirming that the total collection for FY2025–26 stood at Rs476.1 billion.
